What is the Calabogie Secondary Plan?

The Village of Calabogie is a growing and vibrant waterfront community with a strong sense of place, deep connections to nature, and a unique mix of year-round and seasonal activities. As Calabogie continues to evolve, the Township of Greater Madawaska is preparing a new Secondary Plan that will help guide responsible growth, development, and community investment over the coming decades. The plan will serve as a roadmap for policy decisions which will inform future land use and infrastructure improvements. It will also reflect the aspirations and values of those who live, work, and spend time in Calabogie.

The plan is being developed in collaboration with Re:Public Urbanism, CIMA+, and Matrix Heritage, who are working together to deliver a planning framework that is clear, community-driven, and aligned with the Township’s long-term vision.

What Will the Plan Do?

The Calabogie Secondary Plan will:

  • Establish a community-informed vision and guiding principles
  • Identify opportunities and challenges related to transportation, drainage, cultural and natural heritage, and accessibility
  • Propose land use policies that support a livable, inclusive, and climate-resilient future
  • Address key priorities such as attainable housing, infrastructure capacity, tourism, and public space design
  • Include recommendations for Official Plan and Zoning By-law updates
  • Integrate feedback from the public, rightsholders, and interested parties
  • Celebrate and enhance the unique identity of Calabogie

Timeline

The planning process will continue until 2027 and will include multiple opportunities for public involvement. The project phasing is as follows:

  • Phase 1: Project Start-Up (Ended May 2025)
  • Phase 2: Public Consultation & Background Work (Ends February 2026)
  • Phase 3: Visioning & Strategic Directions (Ends June 2026)
  • Phase 4: Secondary Plan Preparation (Ends December 2026)
  • Phase 5: Approvals Process (Ends April 2027)
