Connecting Health, Wellness & Community, Closer to Home

 

As part of the Township of Greater Madawaska's Grow Greater Together initiative, enhancing access to community, wellness, recreation, library, and service-oriented infrastructure remains a key priority. Building on extensive community engagement and strategic planning, the Township is exploring the development of the Calabogie Junction Hub Campus — a community-focused campus consisting of a proposed Community Hub and Health & Wellness Hub.

Together, these complementary facilities are intended to support community programming, library services, seniors' activities, recreation and wellness opportunities, rehabilitation services, community support programs, meeting space, and future service partnerships. The vision is to create a welcoming destination that strengthens community connections, supports healthy living, and provides adaptable space capable of responding to future community needs.

The project has progressed from concept development to an Implementation Readiness stage, where concept planning, partnerships, feasibility requirements, and funding opportunities are being evaluated.

Community Hub

The proposed Community Hub is envisioned as a flexible community facility that may accommodate:

  • Library services
  • Seniors' programming
  • Community programming
  • Recreation and wellness activities
  • Meeting and gathering space
  • Municipal and community services
  • Multi-purpose community uses

Health & Wellness Hub

The proposed Health & Wellness Hub is envisioned as a flexible facility that may support:

  • Wellness programming
  • Rehabilitation services
  • Community support services
  • Visiting service providers
  • Preventative health initiatives
  • Community-based health and wellness activities

The Health & Wellness Hub is intended to create opportunities for residents to access services closer to home while supporting partnerships with healthcare and community organizations.

Why a Campus?

The Hub Campus concept recognizes that community well-being extends beyond healthcare alone. By integrating community, library, recreation, wellness, and support services within a coordinated campus, the Township aims to create a welcoming destination that strengthens community connections and supports healthy living for residents of all ages.

The Township has acquired 6.54 acres of strategically located land in the heart of Calabogie, along the former railbed. This site links key community assets, including the Community Centre and Rink, the School, and the Daycare — making it an ideal location for a future Health Services Hub.

A key priority for this land is the potential development of a centralized Health Services Hub. The vision is to bring together a range of health care and community support services in one accessible, modern facility.

The Township is working with local and regional partners to explore opportunities to expand current services and attract additional care providers.

This includes:

  • Enhancing primary care offerings
  • Recruiting additional physicians and allied health professionals
  • Advocating for provincial and federal support
  • Exploring facility expansion options in partnership with existing medical service providers

What the Hub provides

A permanent, centralized space for:

  • Clinical and diagnostic services
  • Community wellness and prevention programs
  • Education, training, and partnerships
  • Seniors support and navigation
  • Social programs and community connection

What the Spokes provide

Mobile, rotating, or satellite services that come to you, such as:

  • Wellness programs hosted in community halls
  • Health promotion workshops
  • Navigation and support delivered through local organizations
  • Outreach from community paramedicine

Why This Matters for Greater Madawaska

Greater Madawaska is one of the largest and most geographically dispersed municipalities in Renfrew County. Many residents travel long distances, often outside the County,  for primary care, diagnostics, rehabilitation, wellness programming, and community supports.
These realities create real barriers to staying healthy, active, and connected.

Project Stages & Timeline

The Township is taking a phased approach to improving health and wellness services across Greater Madawaska. This includes hearing directly from residents, learning from local service providers, exploring partnership opportunities, and advocating for support at the provincial level.

blue circle  Public Consultation Sessions:

(December 2025)
The Township hosted two in-person public consultation sessions to gather input on what residents need to live well and access care closer to home. Each session included updates from local service providers, an overview of the Health & Wellness Hub Initiative, and table discussions on community needs.

      • Griffith & Matawatchan Rec Centre – December 3, 2025, 6–8 PM
      • Calabogie Community Hall – December 10, 2025, 6–8 PM

These sessions were the starting point for understanding community priorities across our geographically diverse Township.

 

blue circle  Expression of Interest (EOI) for Partners

(Closes December 6, 2025 at 3:00 PM)
The Township of Greater Madawaska sought and accepted Expressions of Interest from qualified developers, design-build teams, and project partners to explore innovative options for developing the Calabogie Junction Health and Wellness Hub.

Submissions were made using the Online Bids & Tenders Portal, or by submitting to the CAO by email, following the review of the Expression of Interest Document and the Strategic Framework.

The submission process was open from October 22, 2025 to December 6, 2025 at 3:00pm.

(December 2025 – January 2026)
Residents who could not attend an in-person session are now able to share their input through an online survey. The survey asks all residents to:

      • Tell us about your current access to health care
      • Identify which services and programs you would actually use closer to home
      • Help confirm and prioritize the top needs for our community over the next 3–5 years

Your responses will:

      • Shape the Health & Wellness Hub Initiative and Framework 2.0
      • Guide Township advocacy, including delegations to the Ministry of Health and Ministry of Infrastructure
      • Help partners decide which services and programs to bring into Greater Madawaska first

blue circle  Rural Ontario Municipalities Association (ROMA) 2026

(January 18–20, 2026)
The Township will present at the Rural Ontario Municipal Association (ROMA) 2026 Conference. Advocating for improved rural access to health and wellness services and advancement of the Health & Wellness Hub vision. These meetings are a key opportunity to elevate the needs of our community at the provincial level.

 

blue circle  Community Update & Next Steps

(February–March 2026)
The Township will release a public update and next steps.

 

Public consultation confirmed:
- Only 24.5% of residents have a provider located within Greater Madawaska
- Approximately 75% of residents travel to neighbouring communities for care
- Travel distances range from 100–160 km round-trip

While provincial data indicates 9.2% of residents are unattached, local findings show that access to care is limited by location, not just attachment.

This confirms that expanding local clinical space is necessary to improve access.


Community Engagement

Community input has helped shape the project and will continue as it progresses. Additional opportunities for information sharing and engagement will be provided as the project advances.

The Community Hub is envisioned as a flexible, multi-purpose facility designed to support a wide range of community needs and activities. The building may accommodate library services, seniors' programming, community events, recreation and wellness activities, meeting space, municipal services, and other community-focused uses.

The intent is to create an accessible and adaptable gathering place that supports residents of all ages while providing opportunities for learning, social connection, recreation, and community engagement. The Community Hub will be designed to evolve alongside the needs of the community and may accommodate future partnerships and programming opportunities over time.

  • Library services and programming
  • Seniors' activities and social programs
  • Community events and workshops
  • Recreation and wellness programs
  • Meeting and conference space
  • Municipal and community services
  • Educational and cultural programming
  • Multi-purpose gathering space
  • Community organization and non-profit use
  • Flexible programming and event space

The final building program, size, configuration, and phasing will be confirmed through future concept planning and feasibility studies.
