Supporting Local Investment: Community Improvement Plan (CIP)

 

 

The Township of Greater Madawaska is exploring a Community Improvement Plan (CIP) to encourage reinvestment in local properties and businesses. A CIP can include incentives—such as grants or rebates—to help offset some of the cost of eligible improvements.

No decisions have been made. We are gathering input from residents, business owners, and property owners to understand local priorities and design a CIP that is practical, fair, and suited to Greater Madawaska.

What is a Community Improvement Plan?

A Community Improvement Plan (CIP) is a municipal tool that can support community improvements and private investment through programs like grants, rebates, or other financial incentives.

A CIP does not change zoning or land-use rules, and it does not approve new uses that are not already permitted. Instead, it may help support improvements that fit within existing policies and requirements.

Participation is optional, and funding is not guaranteed. Any CIP programs would require Council approval and would be subject to eligibility criteria and annual budgets.

What kinds of projects could be supported?

The CIP is intended to support improvements that strengthen the community and local economy. Depending on community input and Council direction, programs could focus on areas such as:

  • Upgrades to commercial buildings and storefronts
  • Accessibility improvements
  • Property repairs and reinvestment in key areas
  • Improvements that support business growth and year-round activity
  • Other priorities identified through this consultation

CIP and Secondary Plan: what's the difference?

These are two separate tools:

  •  A Secondary Plan sets long-term direction for growth and development (the “where and how”).
  •  A CIP can provide incentives to support investment that aligns with that direction (the “how we encourage it”).

Working on both at the same time helps the Township plan for the future while also exploring practical tools that could support local investment.

What happens next?

All feedback received—through the survey, email, or conversations—will be summarized and shared with Council. The draft CIP may be refined based on what we hear before it is brought forward for Council consideration.
